Medr/2026/31: Consultation on the proposed new pathways in the Construction and Building Services Apprenticeship Framework

ColegauCymru has welcomed the proposed Construction and Building Services Engineering apprenticeship pathways and their potential to strengthen skills development, support employers, and address current and future workforce needs. We welcomed the introduction of funded, bilingual Level 2 pathways and the flexible approach to Essential Skills Wales requirements across the frameworks.
Our response also welcomed the inclusion of new additional qualifications within the Level 3 Refrigeration, Air Conditioning, Heating and Heat Pumps pathway. However, we emphasised the importance of sufficient funding, specialist facilities and appropriately qualified staff to ensure successful delivery. Looking ahead, ColegauCymru recommends that future framework reviews place greater emphasis on sustainability and low-carbon construction practices to reflect evolving industry needs.
We also reiterated our previous calls for the introduction of Level 2 Foundation Apprenticeships in Solid Plastering and Painting and Decorating, sought clarification on the absence of the Scaffolding pathway from the consultation, and noted that our comments are made on the understanding that the proposals have been developed and endorsed through appropriate sector-wide engagement and collaboration.
