UK Government: Industry Training Board Reform

ColegauCymru has responded to the Department for Work and Pensions consultation on Industry Training Board reform. The consultation seeks views on the UK Government’s proposal to merge the Engineering Construction Industry Training Board (ECITB) and the Construction Industry Training Board (CITB) into a single, unified Industry Training Board (ITB) representing both sectors.

In its response, ColegauCymru expressed conditional support for the proposal, recognising the potential to reduce duplication, strengthen workforce planning, and better align skills across the construction and engineering construction sectors. The response highlights opportunities to improve labour market intelligence, support the transition to Net Zero, and create clearer skills pathways for learners and employers.

However, ColegauCymru emphasises that any reform must include strong safeguards for Wales. This includes a clear Welsh governance structure, alignment with devolved responsibilities, and meaningful engagement with employers and organisations across the Welsh skills landscape. The response also calls for a “no detriment” transition to protect existing services to employers.
