Welsh Government: 16 - 18 Local Curricula Guidance

We support the overall vision for a broad and accessible 16 - 18 curriculum but we have concerns about unclear expectations for Medr, particularly around accountability, consistency and equity across Wales. ColegauCymru argues that the guidance assumes a linear progression into Level 3 at 16, whereas many learners start at different levels and require flexible pathways, high‑quality careers guidance and better data sharing from 14-16. We also highlight that ambitions around partnership working, skills qualifications and Welsh‑medium provision will increase workload pressures and cannot be delivered effectively without phased implementation and sustained investment.
